Council 'not convinced' bylaws should be used to stem 'unruly behaviour' in Sidmouth

East Devon District Council has said it does not believe bylaws are the 'appropriate tool' to stop anti-social behaviour on Sidmouth's Clifton Beach, responding to calls from a Sidmouth councillor.

Yesterday (June 29) Sidmouth district and county councillor Stuart Hughes called on EDDC to introduce bylaws to quickly deal with drinking, littering and loud music on Clifton Beach.

Councillor Hughes told the council that on some evenings up to 100 people have been gathering on the beach with small portable BBQ's, some have also been lighting fires along the beach, littering and using 'beat box radios'.

"The complaints I've received have expressed concerns over the behaviour and foul language from some of those gathered on the beach," said councillor Hughes.

"They have also been lining empty bottles up and throwing stones smashing them which is also a potential hazard for children and other beach users.

"I am therefore asking East Devon to see if bylaws can be fast tracked to prevent drinking and use of loud beat box radios along with a dedicated area being introduced for BBQ's."

Nub News contacted EDDC for a comment on councillor Hughes' suggestions. The council has repsonded by saying that it is reviewing its policies in this area but it does not feel that fast-tracking bylaws to prevent drinking and the use of 'beat box radios' is the appropriate response.

A spokesperson for East Devon District Council said: "In recent weeks we have faced increased use of our beaches with littering, drinking, noise and people ignoring social distancing advice .

"A Dispersal Order has been used by the Police in Exmouth in an attempt to control and disperse large gatherings. We are working closely with the Police and have a multi-agency meeting later this week to consider the issues this behaviour presents.

"We also have the Public Space Protection Order tool at our disposal, which we have used for alcohol, dogs and seagull control. These do take some time to put in place and require public consultation.

"Currently we are not convinced this is the appropriate tool for an occasional gathering of people.

"Similarly we are not convinced that bylaws are the best response to these circumstances. However, we will review the enforcement options available, and respond proportionately."

Councillor Hughes has responded to EDDC, he said: "I'm delighted that the behaviour issues experienced last week at Sidmouth are going to be raised at a multi-agency meeting later this week.

"The District Council also have a Public Space Protection Order tool at its disposal which has in the past been used for alcohol, dogs and seagull control. They do however take some time to put in place and may not be appropriate for an occasional gathering of people.

"I still believe in the long term bylaws would be the way forward and I welcome hearing the feedback from the multi agency meeting."
